CoC vs ESC conflation triggers investigation flags

The client asks for a "CoC". The inspector wants an "ESC". They’re not the same document — a Certificate of Compliance (CoC) covers prescribed electrical work and Code compliance, while an ESC certifies the work meets ESR 2010. A handwritten "CoC" that’s actually on the ESC template is the audit posture that gets flagged in an investigation — even when the install itself is fine.

Prescribed test records scattered across jobs

A single install produces insulation resistance, earth continuity, polarity, and RCD trip-time records. They live in three folders, two inboxes, and one photo roll of meter screens. ESR 2010 expects each row filed against the source job, not rebuilt from memory on the Monday before an inspection — and ESR record retention runs well beyond the install date.

Generalist trade software doesn’t speak ESR 2010

Adapting an Australian, US, or UK trade management tool to NZ electrical compliance is a documented failure — it doesn’t know EWRB from PGDB, doesn’t map to the Electricity Act 1992 or the Electricity Safety Regulations 2010, and doesn’t distinguish between an ESC and a CoC. An EWRB-licensed electrician is accountable to two frameworks simultaneously. The line between them shapes which paperwork survives a complaint and which disappears — get it wrong and you “comply” with one and breach the other.

EWRB — the person

The Electrical Workers Registration Board licenses the individual practitioner under the Electricity Act 1992 administered by EWRB.

  • Who EWRB licenses — EWRB-licensed electricians registered under the Electricity Act 1992, across the registration classes that authorise them to do prescribed electrical work (Electrician, Electrical Inspector, Electrical Installer, and the related service / end-of-line classes).
  • What EWRB regulates — registration and practising licence renewal, the supervision chain that lets trainees and limited-certificate holders work on prescribed electrical work, and the complaints / disciplinary process for individual practitioners.
  • What EWRB does NOT do — the technical install rules. EWRB licenses the person; the Electricity Safety Regulations 2010 (ESR) govern the install you’re signing off and the test records behind it.

ESR 2010 — the install

The install itself is governed by the Electricity Safety Regulations 2010, administered by WorkSafe NZ under the Electricity Act 1992.

  • The Electricity Act 1992 — the parent statute that sets the regime for electrical safety in NZ, establishes EWRB, and defines the broad categories of prescribed electrical work.
  • The Electricity Safety Regulations 2010 (ESR) — the operational rules: who may do what electrical work, what a Certificate of Compliance (CoC) and an Electrical Safety Certificate (ESC) must contain, and the prescribed test records the certifying practitioner must file.
  • ESCs, CoCs, and prescribed electrical work — the documents that prove an install is electrically safe and Code-compliant. Issued per install, requested by inspectors, held as the auditor-facing record; CoC and ESC are not interchangeable.
  • Prescribed test records and retention — insulation resistance, earth continuity, polarity, RCD trip-time — each row filed against the source job, with ESR record retention running well beyond the install date.

Licence classes

EWRB registration classes — and what each one signs off

EWRB registers electricians across three core registration classes — the Registered Electrician, the Electrical Inspector, and the Electrical Installer — each with its own scope of prescribed electrical work and its own supervisory frame. The split between supervising and certifying is the same across the registration classes: a trainee or limited-certificate holder may do prescribed electrical work under the supervision of an EWRB-licensed electrician in the relevant class, but only the certifying electrician signs off the ESC or CoC and stands behind the prescribed test records.   • Electrician

    Registered Electrician — the broadest certifying scope

    • Covers prescribed electrical work across the wide residential, commercial, and industrial scope the Electricity Act and ESR 2010 set — the registration class most EWRB-licensed electricians hold once they’ve completed the registration competence frame (NZS 7901:2014).
    • A Registered Electrician can sign off ESCs and CoCs for prescribed electrical work within their registered scope, and supervises trainees and limited-certificate holders on the same scope — the supervision attestation names both the supervising and the certifying practitioner.
    • The current competence requirements and any registration-class boundaries are refreshed in EWRB Board notices — read the current Board guidance before relying on a specific number for an audit.
  • Inspector

    Electrical Inspector — the certification-on-inspection scope

    • Covers inspection-based certification of prescribed electrical work that requires an independent certifier rather than the installer — the registration class WorkSafe NZ references most often in a routine inspection audit of higher-risk work.
    • An Electrical Inspector signs off the inspection-side certificate for prescribed electrical work within the Inspector scope and is distinct from the installer who did the work; the supervision chain on an Inspector-led audit names the inspector as the certifying practitioner, not the original installer.
    • Inspector scope and any prescribed-work thresholds are set out in EWRB notices — check the practising-licence guidance before assuming the Inspector class applies to a given install.
  • Installer

    Electrical Installer — the bounded install scope

    • Covers a narrower install-only registration class for prescribed electrical work within a defined scope (appliance connection, restricted install work, etc.) — outside the broader Registered Electrician envelope, registered separately by EWRB.
    • An Electrical Installer signs off the install record within the bounded Installer scope and works under the supervision of a Registered Electrician where the work goes beyond the Installer class boundaries; the supervision attestation names both.
    • Whether a given install sits inside the Installer class depends on the current EWRB scope notice and the prescribed electrical work category — check with the practising-licence team at EWRB before assuming the Installer class applies.

What's at stake now

The paperwork risks that move the needle in 2026

Treated at a high level so the framing is durable across legislative rewording — for clause-level specifics, read your EWRB renewal pack and the current ESR 2010 amendment directly. We reference WorkSafe NZ only to position the regulator on its own — WorkSafe enforces the Electricity Act frame and EWRB governs the individual practitioner; both can audit the same install from different angles.

EWRB complaints and disciplinary exposure

EWRB complaints follow paperwork failures that look sloppy only after the fact. The risk isn’t the install — it’s the records proving the install was tested, signed, and supervised consistent with the Electricity Act 1992 and the EWRB registration class you’re held under. Mis-attributed supervision is the failure auditors reach for first.

ESCs and CoCs mis-issued and contested

An ESC or a CoC is the document the client, the network, and WorkSafe NZ all reference when something downstream goes wrong. A cert signed without the supporting prescribed test records attached is a cert WorkSafe NZ may treat as never issued. The install was correct; the paperwork wasn’t, and the cert loses its evidential weight at the moment it’s needed most.

WorkSafe NZ ESR inquiry exposure

WorkSafe NZ enforces the Electricity Safety Regulations 2010 and has audit interest in prescribed electrical work, particularly in commercial and industrial settings. When an incident happens, the chain of custody asked for is: cert → prescribed test records → supervision note → source job note. Each step missing or reconstructed is a step investigators can’t verify, and re-investigation time becomes the visible cost.
